"Out There" 2003 silver brooch

This is a very unusual brooch.

It is 3 dimensional & comprises a large rectangular polished silver frame.
A human head & shoulders made of oxidised silver look out from within the frame.
There is a plaque engraved "Out There" on the back of the brooch.
It is hallmarked by the London Assay Office for silver & 2003 and bears the sponsors mark "HR"
There is a hook & sprung fastener.
